Message allocation capability delivery pattern

Message allocation capability delivery pattern modelled using Capability Driven Development (CDD) methodology. For more info on CDD see http://caas-project.eu/getting-started/. Processing of the messages such as data exchange messages and incidents requires certain resources and competencies. There are several parties, which are able to process the messages. The parties involved have different resource availability and competencies. The messages should be allocated for processing in the most efficient manner taking into account the restrictions. The competencies and resource availability (supply) is known internally. However, demand (i.e., number of messages requiring the processing) is external context factor. The calendar context factor affects both demand and resource availability.
