The policy of the countries of Baltic in the field of power engineering is inherent component of energy strategy of the European Union (European Union). It determines three basic purposes: the competitive ability of energy branch, long-term development and safety. Taking into account these circumstances of Latvia as to member the European Union, are necessary new national energy strategy, realization by which it would contribute to the balanced, effective, economical, national-economic, social and ecological bases of its further development. This strategy must be directed toward the ample security with energy, determine the concrete ways of the development of power engineering and its subbranches, the large projects of the infrastructures of power engineering, which must be developed for achievement purposes in power engineering. Strategy must cause the tendency (desire) of state in self-provision by energy resources and by energy. The economically substantiated use of local energy resources and reliable power supply are the main conditions of the independence of state. The diversification of energy resources and their delivery, and also use of their renewed energy resources are the solution in an improvement in the power supply and decrease the energy dependence.
