One of the principal tasks of naval strategy in peacetime is to build of naval bases. The issue of building a naval base is also topical to the naval forces of Latvia. The research paper used the comparative analysis of two Latvian ports. The analysis is based on information concerning threats and requirements for naval bases. The result of the studies is concluding that the Latvian Naval Forces need to maintain two bases. Additional, in the article had examining the Latvian Naval Forces the legal aspect of and that shows that the necessary changes are needed.
