Development Policy in Sigulda County and Valuation of Municipality in The Context of Sustainability

Since its inception, the Sigulda region underwent the substantial changes. Each year, the scope of the infrastructure and the social, economic and environmental facilities received additional investment for development. Legislation for regional development, local planning and land use planning in Latvia is an important factor that influences the development of self-government. The proposed study focuses on the main trends in Sigulda Region and their conformity with the principles of sustainable development. The purpose of this article: To familiarize with the results of development policies in Sigulda region and to establish their compliance with sustainable development. To achieve the goal was made the analysis of legislative policies for urban municipalities, was analysed the documents for Development Policy in Sigulda region and was described the results of the administrative-territorial reform in Sigulda and progress towards the goals. Sustainable development is defined as the development in compliance with the criteria of the Aalborg conference. The Documents of the Aalborg conference are the result of the discussion of sustainable urban development in future, in which have been defined guidelines for their sustainable development and formation. The paper of conference in Aalborg to a greater extent can be attributed only to the town of Sigulda, but it does not destroy the integrity of the investigation, because the economic and social development of the region is mainly based in the city and at the same time this not reduces the value of Sigulda and More parishes in the development of Sigulda region in the whole.
