Different Ways of Formation of Costs for the Management of Apartment Houses in Latvia

Topicality of the mentioned theme is determined by fact that there are no common understanding in Latvia about formation of administration price and its content. Price formation is very complicated and difficult job, because price is set for at least 1 year and manager, when offering a price formation project to the owners of the apartment house, must foresee all potential risks one year forward. Although lawmaker has set the minimum basket for the dwelling house management, however many managers doesn’t observe it in the market thus offering a very low prices which are very pleasant to the owners of apartment houses. Considering the current economic situation in the state and low paying capacity it is entirely understandable that owners of the apartment houses choose the cheapest management offer, although it is clear that owners don’t understand the responsibility of apartment house entirety management and consequences of its non-fulfilment. As acknowledgement are campaign activities of the Ministry of Economics in recent years in order to inform residents about necessity of house energy efficiency and current moment benefits considering the support of EU funds. Aim of the research is to analyse in common a price formation mechanism in Latvia, to make price comparison between various property managers in Latvia as well as to evaluate the algorithm of debt collection in order to improve the efficiency of collection process. Based on the obtained research results to develop economically based proposals of price determination mechanism in dwelling house management. In order to reach the research aims a number of tasks have been carried out – a legal regulation have been evaluated; for the formation of management price market volumes and types in Latvia have been analysed; the essence of price formation and its meaning in the national economy have been evaluated; peculiarities of the price formation and principles of price formation in Latvia have been compared; algorithm of debt collection and indices of quality and quantity have been analysed.
