Models of Financing Housing Fund Renovation in Latvia

The authors of the research, wihin the framework of the monograph, have assessed the issues related to the most recent and topical innovations in the housing fund renovation, in increasing energy efficiency of the buildings, as well as in increasing energy output produced in the country, identifying quantitative and qualitative aspects of the housing fund to be renovated, nature of its change and trends. The authors have identified the most important factors that impede wider deployment of housing fund renovation works, energy efficiency increase of residential buildings and reduction of management costs. The authors of the research have assessed currently used financing models for housing fund renovation, revealed their strengths and weaknesses in accordance with the trends of sustainable development of the country. The results of the research on financing models, which are applicable to providing payment of the housing fund renovation works, greatly contribute to the increase in housing fund renovation work intensity, ensure the possibility of increasing residential building energy efficiency and reducing management costs. The results acquired during the research can be applied to decision-making at the level of government and local municipalities regarding the housing fund depreciation rate reduction, increasing the volume of renovation work in accordance with the degree of deterioration of residential buildings, as well as the results can be used by students and young scientists elaborating papers on housing renovation issues.
