Intensive use of natural resources has led to a need for sustainable urban development. The quality of life is determined by natural processes and human behavior. The study analyzes urban planning in two cities - Warsaw and Liepaja - since 1975, when the growth of both cities was affected by their co-location in a certain political system. Warsaw achieved balanced development by linking the economic, social, environmental and cultural aspects in the light of the needs of present and future generations. Sustainable development is planned by specialists according to people's needs. In Liepaja the improvement of living standards is related to financial considerations for improving the living standards of the public. Economy, society and the environment exist as three separate areas, since the main activity is focused on solving current problems, with an emphasis on individual rights.
