The basic principles of the forming of prices proposal of the electric energy producing enterprises are analysed and the algorithms of the electric energy bid and power plant regime selection are reasoned in the work. It is developed an algorithm for the optimal power and reserve distribution among the stations taking into account the technological and legislation restrictions. The electric power market basic principles are analysed, the task in the stochastic form is formulated, the possible simplifications, algorithms and models of the optimization problem solution are considered. The fetuares of Latvian power system and electric energy producers generating blocking model indentafication possibility and necessary information existence are considered. Alongside with that the opportunity of utilization of one of the most traditional and accessible local renewable energy resources for Latvian power engineering - small and middle rivers hydro power - is also analysed. A program realising an optimization algorithm of small-scale hydropower plants (SHPP) operating in autonomous regime was developed. Special calculation procedures are required to be applied in the program, that are adaptive to particular restriction of the SHPP water pressure. The approbation of the algorithm was realised with the help of a particular SHPP optimization regime example. With the usage of the theory of cooperative games methodology (Shapley value) is proved the necessity to regulate the SHPP working regime according to the prices changes in the electric market.
