The method in the world known as the SWOT analysis is an appropriate tool to understand the benefits and risks of the project and could be taken as an optimal decision at all kinds of situations. Evaluating each stage should take into account the Latvian National Energy Program; State and Local Policy, the Ministry of legislative and regulatory framework; EU directives and requirements affecting the policy or system development.
