The Town Planning and Building of Western Regions of Latvia in the Interwar Period

In order to create public space at the beginning of 19th century in the towns of Kurzeme governate there were new artistic, aesthetic considerations proposed – it was strived to connect town building, streets and squares into a joint planning composition. Earlier built houses were rebuilt and non-traditional houses were constructed. At the second half of 19th century production and transport changed town planning, spatial organization, construction arrangement and character. Natural areas decreased in town environment. Tended greeneries were added to green areas. Traffic main roads created a link between territories that were functionally significant, but Holland linden and horse chestnut tree row plantations linked park green areas and gardens in a joint greenery system. There were railroad passenger stations built. The typological variety of public buildings increased. The proportion of building heights and street width were taken into consideration in the construction of block perimeters. The streets gained a similar space to interior. At the end of 19th century the crossroads of main-roads were turned into structure elements of town environment with a similar significance like a square. The amount of corner buildings, which can be perceived in three dimensions with expressive towers, created spatial reference system in town. The idea of ensemble was implemented in town environment. At the beginning of 20th century the artistic attention was paid to the street, where there were the luxurious rent houses with shop premises on the first floor and it turned quickly into a business centre. In the time of the Republic of Latvia the town construction had a new task- to solve flat issue. The implementation of agrarian reform gave opportunity for planned development of towns. Each town elaborated development plan and it was started to improve the town environment in Latvian traditions. The topicality of the research: to find out the changes created in planning and construction of town of the Western regions of Latvia in the time of the Republic of Latvia, in order not to lose the peculiarity and identity in the future development period. The goal of the research: to compare town development plans, to find out the main tendencies of construction and planning development in the time of the Republic of Latvia.
