The Scientific Monograph has been prepared in Latvian and consists of an introduction, account of contents, conclusions and suggestions, used source list, and appendices. It consists of 143 pages, excluding appendices. The paper includes 27 figures, 39 tables, and 12 appendices explaining and illustrating the study contents. During the thesis development, 265 various sources of information have been used enumerated on the source list. In the first part of Scientific Monograph authors have summarized and analyzed competitiveness concept and definitions, the levels of competitiveness. Also has described the world and Latvian entrepreneurship development and historical aspects. Authors have analyzed the structure of Latvian national economy. The theoretical aspects of micro, small and medium-sized enterprises’ (SMEs’) competitiveness. Latvian SMEs competitiveness influencing factors. The second part analyses elements of electronic environment. The authors have analyzed the theoretical aspects the e-environment and entrepreneurship, has provided lexicographical analyses of e-environment. In the second part authors have described e-market participants, their behavioral aspects, types and possibilities of e-learning. The use of technologies, incl., information technologies, bear an important role in the modern business. Thus, the authors have studied the role of information and communication technologies (ICT) and their impact on entrepreneurship within the context of competitiveness and development. E-environment is analyzed as a factor of entrepreneurship development and a factor affecting competitiveness, as well as a value of an important component of modern business models. In the third part, the authors have summarized and analyzed the results for the study on the use of e-environment tools for the needs of Latvian SME entrepreneurship. Factors have been identified determining the application of e-environment tools in entrepreneurship. The obtained study results serve as the grounds for developing a methodology. In the fourth part, a methodology has been developed for company development, using electronic environment tools and electronic environment on the local and global market
