In the doctoral thesis the author made an evaluation of power supply reliability and outage costs in 20 kV distribution network, developed a methodology for calculation of the reliability of electricity supply and calculation of losses as well as calculation of losses resulted from network disconnection and reliability of power supply. The evaluating methods of the reliability and outage costs of the power supply were analyzed as well. The paper describes the restoration sequence and the duration of an electricity interruption in a distribution system, the frequency of interruptions and the duration of different components. The sequence of the prevention of disconnections in Latvian power supply distribution network are analyzed and structured, as well as the testing of the compliance of the hypotheses of disconnections probability duration is also carried out in the paper. The developed models of the network and the calculating algorithm of the reliability and outage costs is suitable for multi–criteria analysis of the network. The proposed reliability and outage costs calculation algorithm is based on interrupted energy assessment rate calculation, Monte Carlo simulation and genetic algorithm. The case studies use the configuration and data of a real network. The results demonstrate that the methodology can be used for estimation of outage costs taking into account customers’ income, capital investments as well as maintenance costs of elements. The selection of the optimal placement and number of the power supply equipment was performed by genetic algorithm method, taking into account the limitations set by the multi–criteria analysis. The paper shows that a number of power switches and disconnectors and their location plays an important role, but an increased quantity of power switches and/or disconnectors may fail to provide possible planned gain for economy.
