The Doctoral Thesis investigates how the quality of the video picture is assessed by the viewer, and how this assessment is related to the technical parameters of the video signal and broadcasting channel. The video is a successive chain of pictures, which represents animated and fixed scenes (stories), while the video quality is the assessment of the quality of this picture sequence. The Thesis includes the analysis of the literature on video streaming technologies using IP protocol. Firstly, there is carried out the review on operation principles, main elements and their parameters, which can influence the video quality assessment, of video signal transmission and compression technologies. Secondly, there is carried out the review on video quality assessment methods and as the result there are chosen methods corresponding to the research experimental tests. Thirdly, there is developed appropriate test bed for carrying out the experiments in order to emulate different technical parameters of video coding and broadcasting. As an integral part of the research there is within the framework of the research worked out methodology which describes the procedure of how to carry out video quality assessment, including how to ensure video streaming and the emulations of package losses, tremors, and delays, how to ensure visible damage (artefacts), how to select and assess video scenes used in testing, how to select and check the respondents who are taking part in the tests, how to choose appropriate video quality assessment methods, how to process the obtained test results, how to assess and analyze them in order to find out and evaluate the influence of the damage created as the result of video coding and broadcasting on person’s subjective quality assessment, as well as what technical parameters of the test bed and equipment should be provided for experimental tests. During the research there has been created the test bed for video quality evaluation and the methodology as well as elaborated recommendations for the video quality evaluation method which helps to acquire either the evaluation of the quality and acceptance MOS (Mean Opinion Score). The research results are presented and discussed in 8 international scientific conferences and reflected in 7 scientific publications, as well as part of the research practical results are included in the textbook. The Doctoral Thesis is written in Latvian, and consists of an introduction, 4 chapters, conclusions, a list of literature; it includes 40 pictures, 35 tables, 83 formulas, and 20 appendixes, totally – 190 pages. The list of literature includes 263 titles.
