Assessment of the Level of Security of Gas Supply: Example of the Baltic States

In the light of the increasing European concern over security of gas supply, the main emphasis is put on the increase of the security by creating the incentives to invest in necessary interconnections to meet the N-1 indicator (so called infrastructure standard). Joint risk assessment of security of gas supply of Estonia, Latvia and Lithuania challenges existing security of supply indicator. The empirical analysis performed with the help of risk scenarios shows that the level of gas supply security in the region cannot be evaluated based only on the N-1 indicator which mostly considers external factors. It is necessary to assess the natural gas supply system's internal factors.
