The known thesis that independence of the state begins with power independence does not raise the doubts in its fairness. By диверсификации used power resources maybe will reach specific result on creation at the most self-sufficient power sector, энергоэффективного and "green". Thus transformation of a conjuncture of deliveries of natural gas in region of the Baltics has fundamental importance. All these actions, together with gradual liberalization of the market of natural gas according to requirements of the Third Power package of EU in Latvia, raise a level of power independence of Latvia, as key aspect of national independence. The specific example of use of a procedure of expert assessments for the analysis of consequences from the state of the decision defining appreciably stable progress of the state in the future made by the government is resulted
