In 1894, the Russian emperor Alexander III approved the construction of a military port and workshop complex in Liepaja, where the fortress of the sea was built. In the vicinity of Lake Tosmare land plots were allocated for a block of buildings - the New World. During the Republic of Latvia, low-rise buildings were developed, but during the Soviet era, industrial enterprises and residential districts Green Grove were established. Nowadays, the political economic conditions contribute to changes in the architectural spatial environment.
