Impact of Bologna Process on National Higher Education Systems

The paper deals with the national experience of Latvia during the process of the transition from separate study programme accreditation to study field accreditation. For this transition extraordinary evaluation of study programmes were organised to ensure the transition from study programme accreditation to the study field accreditation. The evaluation was organised by the Higher Education Council of Latvia. The study programmes, grouped in 28 fields, were evaluated in respect to quality, resources and sustainability in all higher education institutions in one time. In the same time the Law of Higher Education Institutions has been changed to create an appropriate legal environment. In the paper the detailed information about the extraordinary evaluation is given. The key issues to keep the new system sustainable are discussed.
