In the second half of the 19th century, rapid growth was observed in Libau. In 1871, railway was built, to connect the Libava Port with Etkany station (now Kaisiadorys) on the branch of the St. Petersburg-Warsaw Railway. Paul Max Bertschy from Prussia became Chief Architect of Libava. One of railway stations was built on lands of Prekuln, and the development of the estate received its own, different direction from other Courland estates. In September 1871, a contractor from Libava, Johann Wilhelm Rige, built a brick manufacturing facility in Preekuln, and in 1873 he was entrusted with all construction work on Mozheika – Mitau railway. Brick production, which began in 1878, and railway in the last quarter of the 19th century contributed to the development of Prekuln. Architect Paul Max Berci in 1887 developed a palace design for the owner of Prekuln estate Nikolay Baron von Korf. At the end of the 19th century, principles and techniques of composition for creating park ensembles were used that corresponded to eclectic stylistic tendencies, taking into account the relief of the park and local features of nature - regular and landscape plantings began to be included in the park’s single composition, using exotic plants grown in contrast to colors, shapes and lines local climatic conditions. In Prekuln estate, a new palace and park ensemble made of red bricks was created in the eclectic style, and the village Prekuln in 1894 received the status of a village.
