Kuldiga municipality (in Latvian – Kuldīgas novads) is one of the small traditional agrarian regional municipalities whose main concern is the implementation of sustainable environmental policy in its territory in the context of the management of population decline. One of the most important local problems is the energy-efficient renovation options of the aging urbanized Soviet-era and historical built-up environment with primary goal to reduce municipal and residents heat energy costs. The municipality timely introduced “project-based” environmentally friendly energy consumption reducing and saving strategy throughout the territory in “financially and socially acceptable manner”. The strength and success of the municipality is its team, which is able in long term (during several terms of office) to unite and involve in green territorial regeneration all local parties - residents, homeowners and entrepreneurs.
