The municipality of Kuldīga (Latvian: Kuldīgas novads) is one of the small traditional agricultural regional municipalities whose primary concern is implementing a sustainable environmental policy in their territory to cope with population decline. One of the most essential local problems is the energy-efficient renovation of outdated Soviet and historical buildings to reduce the energy costs of the municipality, its inhabitants, and its residents. The municipality has introduced a timely, project-based, environmentally friendly strategy to reduce energy consumption and save energy throughout the area in a financially and socially acceptable way. The strength and success of the municipality lies in its team, which has, over the long term, during several terms of office, been able to unite and involve all local stakeholder groups - residents, homeowners and businesses - in the green area renewal.
