Measures to Improve the Energy Efficiency of Buildings in Riga, Latvia

The Latvian capital, Riga, has an extensive heritage of standard buildings from the Soviet era, which can be found mainly in the city's large residential areas. On the other hand, many buildings from the late 19th and early 20th centuries in the city centre are located in the listed zone. In both cases, there is an urgent need for action to improve the buildings' condition and energy efficiency. Riga's experience in promoting the energy efficiency of buildings through various planned measures is examined here. It is not enough to rely solely on residents' initiative to improve their properties' energy efficiency, as their financial situation, combined with a lack of information, is often the main reason for passivity in decisions on building renovation measures. Therefore, the involvement of the district and other institutions is needed to explain to residents the benefits of renovation and energy efficiency measures, the possibilities of financial support, and to assist them in obtaining funding and renovation. At the national level, some institutions and mechanisms focus on financial support for energy efficiency renovations and on studying energy efficiency scenarios related to the preservation of cultural heritage.
