The doctoral thesis “The Framework of Factors Influencing the Implementation of the Circular Economy in Latvia” was developed at the Economics and Business Institute of the Faculty of Engineering Economics and Management of Riga Technical University for obtaining a doctoral degree. The scientific supervisors of the doctoral thesis are Professor Dr. oec. Ineta Geipele and Associate professor Dr. oec. Sanda Lapuke. The aim of the doctoral thesis: to develop the framework of factors influencing the implementation of the circular economy in Latvia and to carry out its validation. The thesis consists of an introduction, 4 parts, 12 chapters, conclusions and proposals, list of references, and 11 appendices. The thesis includes 65 figures and 23 tables, as well as references to 316 sources of literature. In the introduction of the thesis, the topicality of the topic is presented, a hypothesis is put forward, the aim, tasks, research object and subject are defined, scientific novelties, theoretical and methodological basis of the research, groups of literature sources used, scientific research methods, research limitations and the scientific approbation of the research results are characterized. In the first part of the thesis, the main studies on the way to the conceptualization of the circular economy are identified and analyzed, and a framework of the retrospective analysis of the circular economy was developed, which reflected the main development periods of the concept of the circular economy: 1) period of awareness of global environmental problems and the ideology of the circular economy (1945–1987); 2) period of conceptualization of circular economy (1989–2010); 3) circular economy validity period (2011–...). In the second part, characteristic elements of the circular economy are identified and validated, a bibliometric analysis of the circular economy is carried out and a definition of the circular economy is specified. In the third part, the political framework for the implementation of the circular economy in Latvia is analyzed, and the circular economy in Latvia is analyzed using the indicators of the circular economy monitoring framework of the European Commission. In the fourth part, the framework of the factors influencing the implementation of the circular economy in Latvia was developed and validated, the significance of the factors influencing the implementation of the circular economy in Latvia was evaluated, and the validation of the framework of the factors influencing the implementation of the circular economy in Lavia was carried out, evaluating the priority action directions of the Action plan for the transition to the circular economy 2020–2027 and the priority sectors of Latvia’s national economy in the transition to circular economy in Latvia.
