Study on the Need and Possibilities to Create National Security Reserves for the Fluid Used in Vehicles for Diesel Engine Exhaust Gas Neutralization

This study analyzes the necessity and potential for creating national security reserves of AUS 32 fluid in Latvia, which is required for diesel-engine vehicles that meet Euro 4, Euro IV, and higher emission standards. AUS 32 is a crucial fluid used in vehicles for selective catalytic reduction (SCR) of exhaust gases to reduce harmful NOx emissions. Without an adequate supply of AUS 32, vehicles equipped with SCR systems may experience engine start-up blockage. The report concludes that the demand for AUS 32 will increase by an average of 4% annually to ensure the provision of national critical functions, taking into account the consumption by critical service providers, such as the State Fire and Rescue Service (VUGD), the Emergency Medical Service (NMPD), and the State Police (VP). It is forecasted that by 2030, AUS 32 consumption will rise by 26.37% (NMPD), 23.12% (VUGD), and 35.66% (VP), compared to 2023. To ensure national security interests, it is recommended to establish reserves of AUS 32. The report proposes a method for determining the maximum volume of reserves to cover at least 61 days of daily consumption, aligning this with fuel reserve planning methodologies. For determining the minimum volume of AUS 32 reserves, the report suggests a method that ensures the calculation of the minimum reserve volume needed to meet the requirements for critical public services, ensuring the uninterrupted operation of diesel-powered vehicles even in crisis situations. The report also outlines the storage conditions and technical requirements for AUS 32 fluid and its storage containers, analyzes potential reserve producers in Latvia, and identifies the potential reserve supplier. The contents of the study report can be used for data-driven decision-making in the development of regulations for the establishment of national AUS 32 reserves and inventory oversight.
