About Delivery Network and Generation Power Development of Region Kurzeme in Latvia

The specific character of Latvian power system is the factor, that nearly 70% of all primary energy sources are imported, as well as 50% of all consumed electric power. Power deficit is covered by the import from the border countries – Lithuania, Estonia and Russia. That’s why the question of Latvian power independence and external power supply increase is very actual. It is also important to form free electric power market in Baltic states and to integrate it into the electric power market of European Union in the future. In the Latvian government basic positions on Latvian power industry development there is pointed out, that in the year 2012 Latvian power system must achieve 80% of selfprovision on electric power, but in the year 2016 this level should be 100%. In the work there are looked out three 330 kV network development strategies in Kurzeme region and coal power plant location variants. Technologically-economical analyze is made using decision making theory in uncertainty condition and problem’s multicriterion nature. Inspected criterions are thrown together into one criterion that determines economical efficiency of development plan. To chose the optimal strategy of highvoltage network development in Kurzeme region in Latvia was used Vald minimax criterion, that is oriented on the worst perspective plan realization perspectives and gives secure success with minimal risk. The gotten results of Latvian power system development in Kurzeme region optimization may be used as additional acknowledgment of accepted by Latvian government plans to build coal power plant in Liepaja.
