The work include analysis and comparison of two cities - Jelgava and Valmiera - and its land use plans in Latvia. There are analysed positive and negative aspects of cities. Guidelines of land use planning in Latvia are developed. Based on the analysis recommendations for improvement of urban plans and for sustainable development in Latvia are made.
