The obtaining independence of Latvia in the 1990 change priority in the city development course. Different urban programs have been developed for improving quality of life in the suburban building stock. The innovation consists in involving European funds, private investors as well as using cities public funds. One from the suburban districts of Riga is considered in the presented case study as example of development and improving quality of life using different kind of funds.
