Abstract: - In recent times, the technologies are evolving rapidly, the standard of living in cities is higher than rural standard of living, the number of household goods and electrical devices in apartments and homes is increasing, in the winter period the heating system’s operating rules are violated and etc.., all that contributes to the increased risk of fire. There are stores, pharmacies, cafes, warehouses and so forth, located on the first floor of many buildings in the residential sector. If the burning area has reached no less than 50-60 m2, the first fire department, in case of necessity, is not able to abolish the fire, and to rescue people. [1] By its nature, fire is regarded as the technogenic disaster, but not all fires are regarded as disaster. Fires, which are attributed to the disasters and registered in CRED (Center for Research on the Epidemiology of Disasters) database, take up to 11.53% of all technological disasters. [2] CRED does recognize the event as a disaster, if this event corresponds to at least one of four criteria:  10 or more people have perished;  100 or more people have been harmed;  the local government has launched an alarm due to the emergency situation;  an affected State has applied for international assistance. According to U.S. experts’ ratings, the direct damage accidents, due to disasters and diseases caused by them account for approximately 4% - 6% of the gross domestic product. As a result of technogenic disasters the human’s premature death incidence proportion is 15% - 25%. [3] Over the past 10 years in the Russian Federation the number of deaths in fire grew by 1.5 times, while physical damage by 8 times. [4].
