Decision-Making in the Development of Small Hydropower Plants Considering Energy Storage Capacity

The purpose of this article is to provide direction for inexperienced and new investors in the processes involved in the development of small-scale hydropower plant (SHPP) projects. We analyse SHPP energy source profitability and the aspects for its management. The first contribution of the paper is related to the need of reconsidering supporting schemes, which will be proved through the simulation of coordinated SHPP operation management according to the market price schedule. The second contribution is based on a new approach to SHPP cost-benefit analysis considering water reservoir storage capacity selection and energy accumulation availability; for this purpose, a feasibility study of this facility is conducted. Our paper presents a cost-benefit analysis approach considering power plant operation prognosis for long-term period including the hourly market price change. The profit value depends on the storage capacity selection, the technical limitations of the chosen plant items and the volatility of the uncertain parameters. The uncertain and random parameters, as ambient temperature, water inflow, and energy price, are taken into account to find the solution of the task.
