Winter road maintenance (WRM) decision making is crucial for traffic safety during winter weather conditions such as snow, ice, black ice and snow slush. WRM decision making in Latvia involves a lot of manual effort. To address the WRM challenges, an automated solution for WRM process administration IWiRoM is being developed. Solution includes road surface state evaluation and decision making regarding the necessary road maintenance operations, as well as passing resulting decision-making information to external systems. One of the IWiRoM challenges is formalization of different regulatory requirements and WRM expert defined WRM best practices that slightly differs among the municipalities of Latvia. This paper describes the WRM requirements formalization approach in a form of rules decision table.
