Barriers to Effective Construction and Demolition Waste Management in Latvia

The waste problem is well known nowadays. The largest proportion of waste in the European Union, as well as in many countries worldwide, belongs to the category of Construction and Demolition Waste (CDW). CDW consists of a mix of different components, both hazardous and non-hazardous. Even though a part of CDW from different construction and demolition projects is sent for recycling, a bigger part is currently directed to landfilling. However, it is possible to change the construction and demolition processes to produce less and less waste, whilst also using all construction and demolition waste as a resource. To improve CDW waste management and increase the proportion of re-use/recycled materials derived from CDW, existing barriers need to be overcome and strategies and innovative technologies need to be developed and applied to new construction projects to minimize CDW volumes in the future. The transition from a linear to a circular economy faces prejudice from major parts of both the construction industry and society at large, and must be underpinned by governmental decisions and step-by-step logical practical procedures to reach a zero-waste construction environment. This chapter addresses the progress and barriers to effective construction and demolition waste management case in Latvia. The waste management scenario in Latvia has developed through a historically superficial waste management system characterized mostly by a waste deposition approach but which now has been pushed forward with the UN Sustainable Development Goals in mind, strict global European Union Directives and also changing Latvian legislation and regulation. At the moment, the rapidly increasing deposition costs for landfilling have led to intensive waste recycling development, as an economic benefit can be achieved by the business sector now by transforming processes, activities, and practices.
