The winter road maintenance service is one of the key municipal services. It is characterized by the use of variety of sensing data and their intelligent processing. However, the sensing infrastructure requires significant investments and there is a need to balance data requirements to ensure accurate road maintenance decisions and sensing infrastructure cost. The paper proposes a model to evaluate the accuracy of prediction of road conditions depending on data availability and to cross-examine the accuracy gains with respect to data acquisition costs. The implementation of model is supported by a smart winter road maintenance platform, and the design of this platform is also outlined in the paper.
