The work investigated the effective optical constants of dielectric films with an embedded quasicrystalline layer of nanoobjects. The limits of applicability of the effective medium method, which consists in replacing the nanostructured system with a homogeneous film with an effective refractive index, have been studied. It is shown that, based on dielectric non-dispersive components, a non-absorbing metamaterial with frequency dispersion of the effective refractive index can be obtained.
