Methodological Support of the State Fire and Rescue Service in the Development of Civil Protection Plans of Local Governments

In this scientific research: Methodological support guidelines have been developed to ensure the involvement of the State Fire and Rescue Service in the planning process of municipal civil protection, authors provided methodological support which based on the analysis of literature, research, and other informational materials, focuses on establishing active cooperation with municipalities. Active methodological support involves the implementation of a bottom-up planning strategy, as well as providing consultative and educational measures to representatives of civil protection commissions in cooperation territories, promoting a common understanding of the importance of civil protection measures and the development of community resilience. Authors put forward a proposal of the State Fire and Rescue Service officials to provide active methodological support by offering local governments both possibilities of individual support for the development of plans, as well as a general set of informational measures in order to: regularly improve and maintain the understanding and skills of the actors involved in the planning process preparation and use of planning documents in the field of civil protection.
