Latvia is placed among those European Union Member States with high technical potential to improve energy efficiency and to reduce greenhouse gas (GHG) emissions. In order to achieve that it is necessary to make different surveys on economical tools to promote implementation of GHG emission reduction and RES measures in energy installations. This research is done in order to develop appropriate GHG emission benhmark methodology for Latvian energy installations, including cogeneration plants. Benchmarks are recognized as one of the best approaches because it allows comparing parameters of similar enterprises in different countries with standard values or best avaialable technologies, as well as to promote enterprises with less efficient equipment to implement some energy efficiency measures in order to reach necessary benchmark value.
