Dynamic Management of Sustainable Development: Methods for Large Technical Systems

The book presents research results in the area of dynamic management of sustainable development of large technical systems (LTS). In the decision-making process focused on sustainable development of LTS, numerous factors are to be taken into consideration related not only to technological, economic and reliability areas, but also those affecting ecological and sociological aspects. Such decisions should be avoided that may cause hazardous consequences in future concerning the aspects mentioned above. This means that the decisions made are to ensure sustainable development of systems considered. For this reason information technologies (IT) for dynamic management of LTS sustainable development are to be created and applied. Up to now no such technologies are available. Their creation and development is very sophisticated: systems under consideration are huge, uncertain; a far perspective should be modeled and optimized; the existing optimization methods only partly meet the IT requirements. The book presents new LTS development optimization dynamic methods that are based on R. Bellman’s dynamic programming optimality principle and ensure sustainable development of large technical systems, as well as discusses their practical implementation. It consists of the following three parts. The first part presents a review of basic definitions and fundamental principles of LTS sustainable development management, as well as structural basic principles of sustainable development optimization methods. In the second part, the original set of methods developed by the authors is described. These are optimal input state methods (OIS) that provide capability for system development optimization for the time period of up to 50 years, while considering up to 50-60 alternative development options. The third part presents IT architecture and principles of its practical implementation for Latvian power system transmission network and generation system sustainable development management. Basic principles of this architecture could be used also for other LTS development management IT. As other examples of large technical systems where the methods of sustainable development management described in the book may be applied (besides power engineering systems), gas supply systems, heavy oil refinery systems, railway systems, highway systems, air lines systems and other sophisticated technical systems could be mentioned. The methods proposed in the book have been approbated by solving specific practical assignments on sustainable development of power engineering systems in Latvia, Lithuania, Estonia and the entire Baltic States, as well as the integrated power system of the Commonwealth Independent States. The book is addressed to a wide audience of specialists (such as engineering and technical specialists, researchers in the areas of IT and economics, engineering staff of management systems, software engineers, etc.) that are dealing with elaboration of mathematical models for development planning of large technical systems, as well as for students and lecturers of higher technical educational establishments.
